What is a
compliance label number?

A compliance label number on a boat is the unique identifier assigned by Transport Canada when you license your pleasure craft. Formally called the Pleasure Craft Licence (PCL) number, it follows the format CA-XXXXXXXX and should be permanently displayed on both sides of the bow above the waterline.

It serves three purposes: it links your vessel to Transport Canada's registry for safety recalls and stolen vessel tracking, it identifies you during Coast Guard boardings and marine emergencies, and it shows you've met the federal licensing requirement under the Canada Shipping Act, 2001.

If the number isn't displayed the way Transport Canada publishes, your vessel may not meet the federal display requirement. Verify your obligations with Transport Canada before you operate.

WHERE TO FIND IT

Your compliance label number appears on your Pleasure Craft Licence document. If you've lost it, retrieve it through Transport Canada's Pleasure Craft Electronic Licensing System at 1-800-267-6687 with your hull identification number (HIN) and proof of ownership. The licence itself is applied for through Transport Canada (fees may apply); we supply the hull markings, not the licence.

What is a compliance label number on a boat?

On most Canadian pleasure craft, the "compliance label number" boaters search for is the Pleasure Craft Licence (PCL) number issued by Transport Canada. It appears on your licence document, follows the format CA-XXXXXX-XX, and is displayed on both sides of the bow in block characters at least 76 mm (3 in) high, in a colour that contrasts with the hull.

Is a compliance label the same as a PCL?

Not quite. The compliance notice (often called the compliance label or capacity plate) is a plate attached by the boat’s builder or importer confirming the vessel meets Transport Canada construction requirements — it states limits such as maximum engine power and load capacity. The Pleasure Craft Licence (PCL) number is a separate identifier issued when you licence the boat, and it is the number displayed on both sides of the bow. When boaters ask for their "compliance label number", they almost always mean the PCL number on the hull.

Do I need registration numbers on my PWC (Sea-Doo/Jet Ski)?

Yes. Personal watercraft (PWC) with motors over 10 HP require PCL numbers in the same way larger boats do. Our PWC-specific kits are sized for the curved surfaces of Sea-Doo, Yamaha WaveRunner, and Kawasaki Jet Ski hulls.

What is the difference between a licensed and registered vessel in Canada?

Pleasure Craft Licensing (PCL) is the Transport Canada program for most non-commercial boats; Transport Canada fees apply to new licences, renewals, transfers, and duplicates. Registration is a separate process required for commercial vessels and vessels over 15 net tons. PCL numbers follow the format CA-XXXXXX-XX. Registered vessels receive a different format. Both require permanent, contrasting hull markings — we produce decals for both.

What material should I use for boat registration numbers?

Can I use stickers instead of paint for my compliance label number?

Yes. Transport Canada accepts vinyl decals as permanent markings, provided they meet the published minimum 76 mm (3-inch) height requirement, use block characters, and contrast with your hull colour. Marine-grade cast vinyl decals actually last longer than most paint.

My boat licence was renewed and the number changed. Do I need new hull markings?

Yes. Under the 2025 PCL renewal changes (SOR/2025-272), if your compliance label number changes during renewal you must update your hull markings before operating the vessel. Confirm your current number against your renewed licence before ordering.
