All pleasure craft operated on Canadian waters — including all Ontario lakes, rivers, and Georgian Bay — may need a Transport Canada PCL. This includes motorboats, Sea-Doos, Jet Skis, pontoon boats, motorized kayaks, and canoes with motors. Even small boats with trolling motors need registration.
Step-by-Step: How to Register Your Boat
Check if you need a PCL (you probably do)
Any motorized pleasure craft of 7.5 kW (10 hp) or more operated in Canada needs a PCL. When in doubt, apply through Transport Canada (fees may apply — check the current Transport Canada fee schedule).
Apply online at tc.canada.ca
Go to Transport Canada's online licensing portal at tc.canada.ca/en/marine-transportation/small-vessels/licensing-pleasure-crafts. A Transport Canada fee applies, and new and transferred licences are valid for 5 years. You'll need: vessel length, hull material (fibreglass, aluminum, etc.), propulsion type, and your personal information. Takes about 20 minutes.
Receive your PCL number immediately
Most applications are processed instantly online. Your PCL number is in the format 3 letters + 4 digits (e.g., ABC 1234). You'll receive a printable licence certificate — keep it on the vessel at all times when operating.
Display your PCL number on the boat
This is the step most boat owners skip — and it's the one that gets them fined. Your PCL number must appear on both sides of the bow in block letters at least 7.5 cm (3 in) high, in a colour that contrasts with the hull. Painted numbers or vinyl decals both qualify.

Do I need to register a kayak or canoe in Ontario?
Non-motorized kayaks, canoes, and paddleboards technically require a PCL to operate on Canadian waters, but enforcement for non-motorized vessels is uncommon. All motorized vessels (including electric motor kayaks) definitely require a PCL.
