Transport Canada PCL Compliant

Boat Registration Numbers

Transport Canada Compliant.

Transport Canada requires all motorized pleasure craft with engines over 10 HP to display Pleasure Craft Licence (PCL) numbers on both sides of the bow. Under the Canada Shipping Act Small Vessel Regulations (SOR/2010-91), numbers must be minimum 3 inches in height, block characters, in a contrasting colour.

Non-compliant vessel markings during a Transport Canada inspection or Coast Guard boarding can result in fines and an order to return to shore. Our marine-grade vinyl is rated for 5+ years of salt and fresh water exposure — designed for the specific curved surfaces of pleasure craft hulls, PWCs, and pontoon boats.

What Is a Compliance Label Number on a Boat?

A compliance label number on a boat is the unique identifier assigned by Transport Canada when you license your pleasure craft. This number — formally called the Pleasure Craft Licence (PCL) number — follows the format CA-XXXXXXXX (or the older ON#### format for pre-2010 licences) and must be permanently displayed on both sides of the bow above the waterline.

The compliance label number serves multiple purposes: it links your vessel to Transport Canada's registry for safety recalls and stolen vessel tracking, it identifies you during Coast Guard boardings and marine emergencies, and it proves you've met the federal licensing requirement under the Canada Shipping Act, 2001. Without a properly displayed compliance label number, your boat is not legally compliant for operation in Canadian waters.

Where to Find Your Compliance Label Number

Your compliance label number appears on your Pleasure Craft Licence document issued by Transport Canada. If you licensed your boat online through the Transport Canada Vessel Registration Portal, the number appears on your digital licence confirmation. For boats licensed before the 2025 renewal mandate (SOR/2025-272), the number may also be on the original paper licence card.

If you've lost your licence document, you can retrieve your compliance label number through Transport Canada's online portal or by calling the Pleasure Craft Electronic Licensing System at 1-800-267-6687. You'll need your hull identification number (HIN) and proof of ownership to recover it.

Compliance Label Number Display Requirements

Under the Small Vessel Regulations (SOR/2010-91), your compliance label number must meet these specific requirements:

  • Size: Minimum 76mm (3 inches) in height — about the height of a credit card
  • Style: Block characters (no script or decorative fonts)
  • Colour: Must contrast with the hull — dark numbers on a light hull, light numbers on a dark hull
  • Placement: Both sides of the bow, above the waterline, clearly visible
  • Permanence: Must be permanently affixed — painted, applied as vinyl decals, or engraved
  • Readability: Must be legible from 100 metres in daylight conditions

Compliance Label Number vs. Registration Number

Many boat owners confuse these two different identification systems. The compliance label number (PCL number) is for non-commercial pleasure craft and is obtained through free licensing with Transport Canada. The registration number (official number) is for commercial vessels, vessels over 15 gross tons, or vessels with a marine mortgage — registration involves a fee and a more detailed process through the Canadian Register of Vessels.

Both systems require permanent hull markings, but the display specifications differ. Licensed vessels display the PCL number on both bow sides. Registered vessels must display the official number on the interior of the hull and the vessel name and port of registry on the exterior stern. If your vessel is registered (not just licensed), you need both sets of markings.

Penalties for Missing or Non-Compliant Numbers

Operating without a properly displayed compliance label number is an offence under the Canada Shipping Act. During a Transport Canada inspection or RCMP marine unit boarding, officers check the compliance label number first. Penalties include fines of $250 to $5,000 for individuals, and officers may order your vessel to return to shore until markings are corrected. The 2026 PCL renewal wave means millions of boats need updated compliance label numbers — don't wait until launch season.

Marine Compliance FAQ

What are the boat registration number requirements in Canada?

Under the Canada Shipping Act, 2001 and the Small Vessel Regulations (SOR/2010-91), all pleasure craft powered by a motor of 10 HP (7.5 kW) or greater must display their Transport Canada Pleasure Craft Licence (PCL) number on the bow of the vessel. Numbers must be a minimum of 3 inches (76mm) in height, in block characters, in a colour that contrasts with the hull, and displayed on both sides of the bow.

Do I need registration numbers on my PWC (Sea-Doo/Jet Ski)?

Yes. Personal watercraft (PWC) with motors over 10 HP require PCL numbers exactly as larger boats do. Our PWC-specific kits are sized for the curved surfaces of Sea-Doo, Yamaha WaveRunner, and Kawasaki Jet Ski hulls. We pre-cut the registration number into sections for easier application on curved surfaces.

What is the difference between a licensed and registered vessel in Canada?

Pleasure Craft Licensing (PCL) is a free Transport Canada program for non-commercial boats. Registration is required for commercial vessels and vessels over 15 net tons. PCL numbers follow the format CA-XXXXXX-XX. Registered vessels receive a different format. Both require permanent, compliant hull markings — we produce both types.

What material should I use for boat registration numbers?

Marine environments demand vinyl rated for prolonged exposure to water, UV, and salt. We use premium cast marine vinyl rated for 5+ years on watercraft — resistant to salt water, fresh water, bilge chemicals, UV fading, and abrasion from docking. Calendered vinyl is not acceptable for below-waterline or constantly-wet applications.

Where do I find my compliance label number for my boat?

Your compliance label number (PCL number) is on your Pleasure Craft Licence document from Transport Canada. It follows the format CA-XXXXXXXX. If you have lost your licence, call Transport Canada at 1-800-267-6687 with your hull identification number (HIN) and proof of ownership. You can also retrieve it through the Transport Canada Vessel Registration Portal online.

Can I use stickers instead of paint for my compliance label number?

Yes. Transport Canada accepts vinyl decals as permanent markings, provided they meet the minimum 76mm (3-inch) height requirement, use block characters, and contrast with your hull colour. Marine-grade cast vinyl decals actually last longer than most paint — our decals are rated for 5+ years of continuous water exposure, whereas painted numbers often fade after 2-3 seasons.

My boat licence was renewed and the number changed. Do I need new hull markings?

Yes, immediately. Under SOR/2025-272 (the 2025 PCL renewal mandate), if your compliance label number changes during renewal, you must update your hull markings before operating the vessel. Even if the number stays the same, inspect your existing markings — faded, peeling, or undersized numbers are non-compliant regardless of accuracy.

⚠️

Your Boat Licence Is Expiring

Transport Canada killed lifetime PCLs. 2.5 million boats must renew. Wave 1 expires March 31, 2026.
