Accessible Parking Signs Ontario — AODA & HTA Requirements

Ontario law requires accessible parking spaces with specific signage under both the Highway Traffic Act and AODA. The International Symbol of Accessibility, sign dimensions, ground markings, and penalties are all regulated. Here are the exact requirements for property owners and managers.

Who Needs Accessible Parking Signs?

Any property in Ontario with a parking lot that serves the public must provide accessible parking spaces with proper signage. This includes:

Retail stores and shopping centres
Office buildings
Medical facilities and hospitals
Restaurants and entertainment venues
Condominiums (visitor parking)
Churches and community centres
Government buildings
Hotels and motels
Schools and universities
Recreational facilities

How Many Accessible Spaces Are Required?

The Ontario Building Code (O.Reg 332/12) and AODA set minimum requirements based on total parking spaces:

1–12 spaces1 accessible space
13–100 spaces4% of total (rounded up)
101–200 spaces1 per 25 spaces + 1 Type B
201+ spaces1 per 50 spaces + 2% of total

Note: Municipal bylaws may require more accessible spaces than the provincial minimum. Always check your local zoning bylaw.

Ground Markings & Access Aisles

In addition to signs, accessible parking spaces require specific ground markings:

  • Space width: Minimum 2,400 mm (8 feet) wide — wider than standard spaces
  • Access aisle: Minimum 1,500 mm (5 feet) wide, painted with diagonal hash marks
  • Access aisle shared: One access aisle can serve two adjacent accessible spaces
  • Firm, level surface: Maximum 2% slope in any direction
  • Connected path: Accessible route from space to building entrance — no steps, curbs without ramps

Van-Accessible Spaces

A portion of accessible spaces must accommodate wheelchair-accessible vans with side-mounted ramps:

  • Access aisle width: Minimum 2,400 mm (8 feet) — wider than standard accessible spaces
  • Vertical clearance: Minimum 2,900 mm (9.5 feet) throughout the route from entrance to space
  • Additional signage: “Van Accessible” sign below the accessible parking sign
  • How many: At least 1 in 8 accessible spaces must be van-accessible (OBC requirement)

Municipal Bylaw Variations

Many Ontario municipalities add requirements beyond the provincial standards:

Toronto

Toronto Municipal Code Chapter 950 requires specific sign text including the fine amount ($450). Signs must include the bylaw number.

Ottawa

Ottawa requires bilingual (English/French) accessible parking signs on all public and private lots.

Hamilton

Hamilton specifies reflective sheeting grade and sign post type for accessible parking signs.

Niagara Region

Niagara municipalities generally follow provincial requirements. Verify with your local bylaw office for exact wording.

Penalties & Enforcement

Unauthorized parking in accessible space: $300–$500 fine (varies by municipality)
Property owner — no signs: Order to comply under AODA + potential $100,000/day penalty for corporations
Incorrect markings: Compliance order from building inspector or accessibility auditor
Missing van-accessible spaces: Building Code violation — must be corrected before occupancy permit
Toronto specific: $450 fine for unauthorized use under Chapter 950
