“A power-assisted bicycle means a bicycle that is fitted with pedals that are operable at all times to propel the bicycle, has handlebars and a seat, weighs not more than 120 kilograms, and has a motor that produces not more than 500 watts.”

To legally ride an e-bike as a PAB in Ontario, the bike must have working pedals, weigh under 120 kg, have a motor 500W or less, and carry a permanent bilingual compliance label. No licence or registration required if all conditions are met.
