Why Cross-Border Trucks Need Dual Compliance

Canadian carriers that cross the US border must comply with two separate regulatory regimes. In Ontario, the Highway Traffic Act requires CVOR numbers, company name, and GVW display. In the United States, the Federal Motor Carrier Safety Administration (FMCSA) requires USDOT numbers and, for carriers operating for hire, MC (Motor Carrier) numbers.

These requirements are not interchangeable. A CVOR number does not satisfy USDOT requirements, and vice versa. Cross-border trucks must display both sets of markings simultaneously.

Canadian Side: CVOR Requirements

For commercial vehicles operating in Ontario, the following markings are required under the Highway Traffic Act and O.Reg 424/97:

Common Cross-Border Marking Mistakes

These errors frequently result in fines or out-of-service orders at border crossings and roadside inspections:

  • Assuming a CVOR number satisfies USDOT requirements (they are separate)
  • Missing MC number for for-hire carriers (brokers and freight haulers)
  • USDOT lettering too small — must be readable from 50 feet

Do I need both a CVOR and USDOT number on my truck?

Yes, if you operate in both Ontario and the US. The CVOR is required by the Ontario Highway Traffic Act, and the USDOT number is required by FMCSA 49 CFR 390.21. Both must be displayed simultaneously.

What is an MC number and do I need one?

An MC (Motor Carrier) number is required by FMCSA for carriers operating as for-hire (hauling freight or passengers for compensation) in the US. If you only haul your own goods, you may not need one, but you still need a USDOT number.

Can I put all the numbers on one decal?

Yes. Many cross-border carriers use a single door decal panel that displays the company name, CVOR, USDOT, MC number, and city/province. This is the most efficient approach and ensures nothing is missed.

What happens if I get stopped at the border with missing markings?

US Customs and Border Protection (CBP) and FMCSA inspectors can place your vehicle out of service for missing or non-compliant markings. You will not be permitted to continue until the markings are corrected. Fines can reach $16,000 per violation under US regulations.

Do these requirements apply to my trailers too?

In the US, FMCSA requires markings on both the power unit and trailers. In Ontario, CVOR markings are required on the power unit. Intermodal containers and trailers may have additional marking requirements.
