Construction Safety Signs Ontario — OHSA & O.Reg 213/91 Guide

Ontario construction sites must display specific safety signs under OHSA and O.Reg 213/91. Danger, warning, and caution signs follow CSA Z321. Project information boards, PPE requirements, and hazard communication must be posted at site entrances. Here is every requirement.

Sign Types — Danger, Warning, Caution

CSA Z321 (Signs and Symbols for the Workplace) defines three levels of hazard signage used on Ontario construction sites:

DANGER

Indicates an immediately hazardous situation that WILL result in death or serious injury if not avoided. Red background with white text. Used for: live electrical, fall hazards from heights, confined spaces, structural collapse zones.

WARNING

Indicates a potentially hazardous situation that COULD result in death or serious injury. Orange background with black text. Used for: heavy equipment operating areas, overhead loads, excavations, radiation.

CAUTION

Indicates a potentially hazardous situation that could result in minor or moderate injury. Yellow background with black text. Used for: slippery surfaces, tripping hazards, low headroom, hot surfaces.

Additionally, NOTICE signs (blue background with white text) are used for non-hazard information — site rules, restricted areas, and administrative instructions.

Site Entrance Board Requirements

Every construction site entrance in Ontario must display the following information, visible to anyone approaching the site:

  • Project information board (O.Reg 213/91, s.6) — see section below
  • PPE requirements — hard hat, safety boots, high-vis vest, eye protection as applicable
  • “Construction Area — Authorized Personnel Only” sign
  • Emergency contact information — site supervisor name and phone number
  • Hazard alerts — any site-specific hazards (asbestos, lead, silica, etc.)

PPE Requirement Signs

PPE signs use the mandatory action format — blue circular background with white pictogram. Required PPE signs on most Ontario construction sites include:

Hazard-Specific Signs

O.Reg 213/91 and OHSA require specific signage for these construction hazards:

  • Excavations over 1.2m deep: Danger sign + barricade at excavation edge
  • Asbestos: Warning sign at entrance to work area — “DANGER — ASBESTOS — Cancer and Lung Disease Hazard”
  • Confined spaces: Danger sign at each entry point — “DANGER — CONFINED SPACE — Entry by Permit Only”
  • Electrical panels: Danger sign — “DANGER — HIGH VOLTAGE” with voltage rating
  • Crane/hoist operations: Warning signs for overhead loads, swing radius, and rated capacity
  • Silica exposure: Warning sign in areas where concrete cutting, grinding, or drilling creates respirable crystalline silica dust

Placement & Visibility Rules

  • Signs must be visible from the normal approach direction
  • Minimum letter height proportional to viewing distance — 25 mm per 7.5 m of viewing distance
  • Signs must not be obstructed by materials, equipment, or vehicles
  • Signs must be maintained in legible condition — replace faded, damaged, or illegible signs
  • Signs must be posted before work in the hazard area begins, not after
  • Bilingual signs where required by site policy or municipal bylaw

Project Information Board (O.Reg 213/91, Section 6)

Section 6 of O.Reg 213/91 requires a project information board posted in a conspicuous location on every construction project. The board must include:

  • Project name and address
  • Name, address, and telephone number of the constructor
  • Name, address, and telephone number of the owner
  • Name and telephone number of the project supervisor
  • Registration number of the project (if applicable)
  • Date of the most recent Joint Health and Safety Committee meeting
  • Names of Joint Health and Safety Committee members (worker and employer representatives)
  • Location of the first aid station
  • Emergency procedures and evacuation routes

Multilingual Sign Requirements

While Ontario does not legally require multilingual safety signs on all sites, best practice (and many site-specific safety plans) requires signs in languages understood by the workforce. Common additions include French, Portuguese, Italian, Spanish, and Mandarin on Greater Toronto Area sites. CSA Z321 pictograms are language-independent, which is one reason pictogram-based signs are strongly preferred.

Penalties for Non-Compliance

Missing safety signs: Compliance order + fine up to $100,000 (first offence)
Missing project information board: Immediate compliance order under O.Reg 213/91 s.6
No hazard-specific signage: Stop-work order if imminent danger exists
Repeat violations: Fines up to $500,000 + potential Criminal Code charges
