Manitoba Boat Licensing Is Federal, Not Provincial
Manitoba has no provincial boat registration number system. Pleasure craft on Manitoba waters are licensed federally through Transport Canada under the Small Vessel Regulations (SOR/2010-91) — the same Pleasure Craft Licence (PCL) system used across Canada.
Do not confuse this with Manitoba's provincial registration for snowmobiles and off-road vehicles — that is a separate provincial program that has nothing to do with boats. Your boat's number comes from Transport Canada, and the federal display rules decide how it goes on the hull.
Any pleasure craft fitted with a motor of 7.5 kW (10 hp) or more should be licenced. That covers most powerboats on Lake Winnipeg, Lake Manitoba, the Whiteshell, and the Red River.

Ontario side of shared waters
The PCL is a federal licence, so it is valid on the Ontario side of Lake of the Woods and every other Canadian waterway — no re-licensing when you cross a provincial line.
Crossing into US waters
US states have their own registration and display requirements. If you plan to operate on the American side of a border lake, check the requirements for that state before you go — a Canadian PCL displays differently than a US state number.
Enforcement on Manitoba lakes
RCMP marine units patrol Manitoba waterways and check for the PCL number and licence card during boardings. A faded or missing bow number is the first thing an officer sees.
Common Mistakes on Manitoba Waters
The display problems that most often get flagged:
- ✕Assuming Manitoba issues a provincial boat number — it does not; the PCL is the number
- ✕Numbers under the 75 mm (3 inch) minimum height
- ✕Number on one side of the bow only
- ✕Faded numbers after prairie sun exposure — replace them once legibility drops
- ✕Used boat still showing the previous owner's number before the licence transfer
- ✕No PCL card on board during an RCMP boarding
