“A power-assisted bicycle must have two independent braking systems, each of which is capable of stopping the bicycle within 9 metres from 30 kilometres per hour on a clean, dry, level asphalt surface.”

Two independent brake systems are mandatory — typically a front brake and a rear brake. Both must be able to stop the bike within 9 metres from 30 km/h on dry pavement. Single-brake bikes or worn-out brake pads that cannot meet this standard render the bike non-compliant.
