Regulatory Basis

Ontario CVOR Administrative Framework — MTO Carrier Safety and Enforcement Branch

MTO conducts facility audits on CVOR holders covering: vehicle identification/markings, driver qualification files, hours of service records, vehicle maintenance records, and trip inspection reports. Deficiencies in vehicle markings (CVOR number, company name, GVW) are among the most common audit findings.

Frequently Asked Questions

What does an MTO facility audit check for?
MTO audits examine: vehicle markings (CVOR number, company name, GVW on all units), driver files, hours of service records, maintenance records, trip inspection reports, and CVOR certificate posting. Our kit covers the vehicle marking requirements.
How do I know if I'm going to be audited?
MTO typically notifies carriers 2-4 weeks before a facility audit. However, roadside inspections happen without notice. If your fleet has had safety violations, audit frequency increases. Being prepared at all times is the safest strategy.
What happens if I fail an MTO audit?
Audit failures result in a Conditional CVOR rating, additional inspections, possible sanctions, and increased insurance rates. Severe findings can lead to CVOR suspension — meaning your entire fleet stops operating.
What vehicle markings does MTO check during an audit?
MTO checks: CVOR number on both sides (min 50mm height), registered company name, GVW rating on the right side, and unit number if applicable. Every vehicle in the fleet must have compliant markings — one missing vehicle can fail the audit.
