PWCs Are Pleasure Craft — Licensing Basics
Personal watercraft — Sea-Doo, WaveRunner, Jet Ski and similar — are pleasure craft under Canadian law. Since production PWCs are powered well beyond the 7.5 kW (10 hp) threshold in the Small Vessel Regulations (SOR/2010-91), a Transport Canada Pleasure Craft Licence (PCL) applies to them the same way it applies to a powerboat.
The PCL is issued online through Transport Canada, and the licence number becomes the identification you display on the hull. Buying a used PWC? The licence must be transferred to you — an old owner's number left on the hull does not make the craft compliant.

Curved, compact bows
PWC hulls are rounded with little flat area. Rigid lettering distorts or lifts on compound curves — conformable marine vinyl applied as individual characters follows the hull shape without bubbling.
Spray, UV, and abrasion
A PWC bow takes constant spray, sun, and dock contact. Standard stickers fade and peel quickly; UV-rated marine vinyl holds legibility across seasons. Inspect the numbers each spring and replace them once they are hard to read.
Keeping the number visible
Mount the number high enough on each side of the bow that it stays above the waterline and is not hidden by graphics packages, registration stickers from other jurisdictions, or accessories.
Common PWC Number Mistakes
The most frequent PWC display problems seen on the water:
- ✕Characters under the 75 mm (3 inch) minimum height
- ✕Low-contrast numbers lost in a factory graphics package
- ✕Numbers on the stern or cockpit sides instead of both sides of the bow
- ✕Previous owner's licence number left on a used PWC
- ✕Faded or peeling numbers never replaced
- ✕No PCL card on board while operating
