DOT Compliance Regulations — Complete Guide for Canadian Carriers

Canadian carriers crossing into the United States must comply with the Federal Motor Carrier Safety Administration (FMCSA) regulations. This guide covers USDOT numbers, MC numbers, vehicle marking requirements under 49 CFR 390.21, violation codes, and how to avoid out-of-service orders at US border inspections.

What Is a USDOT Number?

A USDOT (United States Department of Transportation) number is a unique identifier assigned to commercial motor carriers operating in the United States. It is issued by the Federal Motor Carrier Safety Administration (FMCSA) and is used to track a carrier's safety record, inspections, compliance reviews, crash data, and insurance.

Canadian carriers that cross the US border — even once — must have a USDOT number. The number must be displayed on every power unit that enters the United States.

FormatUSDOT followed by 6–8 digits (e.g., USDOT 1234567)
CostFree — no fee to obtain a USDOT number
RenewalMust be updated biennially (every 2 years) even if nothing changes
ApplicationOnline through FMCSA's Unified Registration System (URS)

MC Number Requirements

An MC (Motor Carrier) number is required in addition to the USDOT number if you are a for-hire carrier transporting regulated commodities in interstate commerce. Canadian carriers hauling freight for hire into the US typically need both.

  • MC number required if: You transport property or passengers for hire across state lines or the international border
  • MC number NOT required if: You are a private carrier (hauling your own goods only) or exempt commodities
  • Format: MC-XXXXXX (MC followed by 6 digits)
  • Display: Must be displayed on both sides of the power unit alongside the USDOT number

  • Vehicles designed to transport 9+ passengers (including the driver) for compensation
  • Vehicles designed to transport 16+ passengers (including the driver) regardless of compensation

Fleet Compliance & Audits

FMCSA conducts compliance reviews and safety audits of carriers. Canadian carriers are subject to the same audit process as US carriers. Key areas inspected:

  • Vehicle marking: Every power unit checked for USDOT, MC, carrier name, contrasting colour
  • Driver qualification files: CDL, medical certificates, driving records
  • Hours of service: ELD compliance, daily logs, exemptions
  • Vehicle maintenance: Inspection records, DVIR (Driver Vehicle Inspection Reports)
  • Insurance: BOC-3 process agent designation, minimum insurance ($750,000 for general freight, $5,000,000 for hazmat)
  • Drug & alcohol testing: Pre-employment, random, post-accident, reasonable suspicion

How to Apply for USDOT & MC Numbers

1

Register with FMCSA Unified Registration System

Go to safer.fmcsa.dot.gov and create an account. Canadian carriers register as foreign motor carriers.

2

Complete the Application

Provide company information, vehicle details, commodities hauled, and operational scope. No fee for USDOT; MC authority filing requires a $300 USD fee.

3

File BOC-3 (Process Agent Designation)

Required for MC authority. Designate a process agent in each US state you operate in. Process agent services typically cost $30–$100 USD.

4

Obtain Insurance

File proof of financial responsibility with FMCSA. Minimum $750,000 for general freight. Your insurance company files the Form BMC-91 or BMC-91X.

5

Mark Your Vehicles

Display USDOT number, MC number (if applicable), and carrier name on both sides of every power unit per 49 CFR 390.21. Order decals before your first US trip.
