Understanding CVOR Numbers and MTO Inspections for Commercial Vehicles

In Ontario, commercial vehicle operators are assigned a CVOR (Commercial Vehicle Operator's Registration) number by the Ministry of Transportation (MTO). It is a unique identifier used to track the safety performance of operators. Under O.Reg 424/97 the CVOR certificate should be carried in the vehicle cab; there is no verified Ontario rule requiring the number to be displayed on the vehicle exterior.

Level 1 and Level 2 Inspections

Commercial vehicles in Ontario are subject to regular inspections by the MTO. There are two types of inspections: Level 1 and Level 2. A Level 1 inspection is a full inspection of the vehicle, including the driver and vehicle documentation, while a Level 2 inspection is a walk-around inspection of the vehicle. Both types of inspections are outlined in the Ontario Regulation 199/07, made under the Highway Traffic Act (HTA).

According to the HTA, specifically section 107, all commercial vehicles must undergo a Level 1 inspection at least once a year. The inspection should be conducted by a certified inspector and must include a review of the vehicle's documentation, including the CVOR number.

CVOR Renewal

CVOR records are renewed on the cycle set by the MTO. The renewal process involves keeping your operator information current with the Ministry of Transportation. Confirm your renewal date and requirements on your MTO operator record.

The CVOR certificate should be carried in the vehicle cab — that is the verified Ontario rule under O.Reg 424/97. There is no verified Ontario regulation requiring the CVOR number to be displayed on the vehicle exterior, and no Ontario-mandated height, colour, or door-placement specification for exterior CVOR lettering. Always verify your situation with the MTO.

Fleet ID Lettering vs the Cab-Card Rule

While Ontario does not mandate exterior CVOR display, many operators add professional fleet identification lettering — company name, unit number, and a CVOR reference — for customer recognition and contract requirements. US-Bound Carriers

If you operate into the United States, the USDOT number should be displayed on both sides of the power unit under FMCSA 49 CFR 390.21, with sharp contrast and daylight legibility from 50 feet. This is a US federal display rule, not an Ontario CVOR rule.
