The Legal Requirement: Continuous Illumination
The Ontario Building Code (O.Reg 332/12, Article 3.4.5.1) and the Ontario Fire Code (O.Reg 213/07) both require that exit signs be illuminated at all times — not just when the building is occupied, and not just during normal hours of operation.
What the OBC Requires (Article 3.4.5.1)
- → Exit signs must be continuously illuminated whenever the building is occupied
- → Illumination must be maintained during a power failure — either via battery backup or photoluminescent material
- → Signs must meet CSA C860 (internally illuminated) or ULC S572 (photoluminescent) standards
- → The sign face must be clearly legible from a minimum of 30 metres (100 feet)

A non-illuminated exit sign — or one whose batteries have failed — is a Fire Code violation. Inspectors can issue an immediate compliance order, and fines for corporations can reach $50,000.
Permitted Illumination Types
The OBC and Fire Code allow four types of illuminated exit signs. All must be certified to the applicable CSA or ULC standard:
Internally Illuminated (LED) — Most Common
Built-in LED or fluorescent light source. Requires battery backup capable of maintaining illumination for a minimum of 2 hours during a power failure. Must be CSA C860 certified.
Photoluminescent (Glow-in-the-Dark)
Charged by ambient light — no electrical connection required. Must maintain legible visibility for a minimum of 90 minutes in complete darkness. Requires minimum 25 lux ambient charging light at the sign face.
Edge-Lit Signs
Light source runs along the edge of the sign panel, illuminating the face uniformly. Acceptable when CSA certified with battery backup meeting the 2-hour minimum.
Externally Illuminated — Rarely Used for New Installs
A separate light source illuminates the sign face from outside. Acceptable only when connected to emergency power and the sign face meets all visibility requirements. Not recommended for new installations.

Battery Backup Requirements
Battery backup is the mechanism that keeps your exit signs lit during a power failure. The Ontario Fire Code sets out specific duration, testing, and documentation requirements:
Photoluminescent Signs: When They Qualify
Photoluminescent (glow-in-the-dark) exit signs are an acceptable alternative to internally illuminated signs under ULC S572 — but only when specific conditions are met:
Where Photoluminescent Works
- ✅ Areas with consistent 25+ lux ambient lighting
- ✅ Stairwells with reliable emergency lighting
- ✅ Locations where electrical wiring is impractical
- ✅ Low-level supplementary exit path markings
Where Photoluminescent Fails Code
- ❌ Spaces where lights are regularly turned off during occupancy
- ❌ Areas with irregular or dimmed ambient lighting
- ❌ Locations receiving less than 25 lux at the sign face
- ❌ Buildings where AHJ (Authority Having Jurisdiction) requires electrical signs
If a photoluminescent sign cannot be verified to receive adequate charging light — for example, in a storage room where lights are routinely off — an internally illuminated LED sign with battery backup is required.
Inspection and Testing Requirements
The Ontario Fire Code requires documented inspections of exit sign illumination systems. Inspectors check these records during routine fire inspections:
Monthly Inspection
- ✅ Verify all exit signs are illuminated and legible
- ✅ Press test button — confirm battery transfers within 10 seconds
- ✅ Check for burned-out LEDs or faded sign faces
- ✅ Confirm no obstructions blocking sign visibility
- ✅ Log date and result in fire safety record
Annual Inspection
- ✅ Full 2-hour battery discharge test — sign must hold full brightness
- ✅ Battery replacement per manufacturer schedule
- ✅ Photoluminescent: verify charging lux level at sign face
- ✅ Check legibility from maximum viewing distance (30 m)
- ✅ Provide documentation to fire inspector on request
